A Conjectured Inequality Arising in Source-Channel Image Coding (Open)

Summary: A conjectured inequality that stems from the field of source-channel image coding. Specifically, two related cost functions are defined, and it is conjectured that if (x_1,\ldots,x_N)$ maximizes one and $(y_1,\ldots,y_N)$ minimizes the other, then $\sum_{i=1}^N y_i \leq \sum_{i=1}^N x_i$.
